The Town of Montville has launched an ambitious and forward-looking planning initiative to strengthen the economic vitality, functionality, and visual appeal of the Route 32 and Route 163 corridors. The Route 32 Investment Plan, or Revive and Renew 163 and 32, will serve as an identify and prioritize opportunities for land use improvements, streetscape upgrades, new development or redevelopment, and infrastructure investments along two of Montville’s most vital commercial corridors.

The Town of Montville received support for this project from the Community Investment Fund 2030 of the State of Connecticut.

About this Project

This project is generously funded through Round 5 of the Connecticut Community Investment Fund (CIF) 2030, a statewide program administered by the Connecticut Department of Economic & Community Development that supports catalytic projects in eligible communities. Montville received a competitive CIF grant in 2023 to undertake this planning effort and prepare the Route 32 corridor—and its key connection along Route 163—for future public and private investment.

Through a competitive solicitation process, the Town selected BJH Advisors, a planning and economic development consulting firm, to lead the Investment Plan effort. BJH Advisors and its partner, Pirie Associates, are working closely with Town officials, local businesses, community stakeholders, and residents to understand current conditions, identify challenges and opportunities, and craft a clear, actionable plan that promotes revitalization, economic development, and improved quality of life.

The plan will be rooted in extensive data analysis, community engagement, and real-world market considerations—and will lead to a series of priority projects and initiatives that can be pursued over the coming years to revitalizing the Route 32 and Route 163 corridors in Montville.

We invite all Montville residents, businesses, and community organizations to be part of this important process. Check back here regularly for updates, meeting announcements, draft materials, and opportunities to get involved.

Engagement

The Revive and Renew 163 and 32 Investment Plan is being guided by a collaborative, community-focused planning process. We are holding three public Community Engagement Sessions to ensure residents, business owners, and other stakeholders have an active voice in shaping the plan:

  1. Discovery and Vision (October and November 2025): The project team is hosting a series of in-person conversations with community stakeholders, including residents, business owners, civic groups, and neighborhood leaders.

  2. Preliminary Project Opportunities (January 2026): This session will present a curated set of preliminary site development concepts, land use ideas, and improvement strategies—drawn from both data and community input—for public review and feedback.

  3. Final Options Share and Comment (April 2026): The final session will present refined recommendations and allow residents to weigh in on the preferred options and strategies before the final plan is completed.

This phased engagement process is reinforced by monthly Steering Committee meetings, regular coordination with Town staff, and continuous opportunities for feedback through the project website.

  • Our Outreach Efforts

    Throughout October and early November 2025, the Town of Montville and our consulting team will host a series of in-person meetings with community stakeholders. These sessions will introduce the project and its goals, share early findings from our data and market analysis, and invite participants to share their ideas, priorities, and aspirations for the Routes 32 and 163 corridors. Our goal is to meet the community where you are, at locations you already frequent, and to build stronger relationships that lead to meaningful participation throughout the planning process.
